Wellington E. Webb Municipal Office Building Renovation – City and County of Denver

GH Phipps is proud to partner with the City and County of Denver as the general contractor for the comprehensive renovation of the Wellington E. Webb Municipal Office Building in downtown Denver. This $90 million, phased renovation spans 11 of the building’s 12 floors and focuses on modernizing the workplace for hundreds of city employees while enhancing accessibility and energy efficiency.

The scope includes replacing finishes and furnishings across open and private offices, conference rooms, public service counters, and break areas. Critical building systems are also being upgraded, including elevator modernization, mechanical, electrical, and IT infrastructure improvements, as well as a full roof replacement. All updates are being completed with a strong emphasis on code compliance and ADA accessibility.

Originally opened in 2002, the building honors Wellington E. Webb, Denver’s first African American mayor, and serves as a central hub for city operations. Construction began in late 2023 and will continue through September 2025, with GH Phipps managing active construction in a fully occupied, operational government facility—balancing safety, schedule, and service continuity at every step.
